India's chip build-out and the talent it needs
On 15 July 2026 the Union Cabinet approved Semicon 2.0, the second phase of the India Semiconductor Mission, with an outlay of ₹1,27,500 crore across six pillars, one of which is talent. Inc42 reports that under the talent pillar 315 universities are training students on EDA tools and about 68,000 students have been trained so far. Under the first phase, 12 manufacturing projects worth more than ₹1.64 lakh crore were approved, according to the same report.
Assembly and test capacity is arriving first. Micron's ATMP plant at Sanand, an assembly and test facility rather than a wafer fab, was inaugurated on 28 February 2026, as reported by Morung Express. Plants like this need ATE program developers, product and yield engineers and reliability engineers from day one.
Demand is running ahead of supply. A 2024 TeamLease forecast, reported by Business Standard, projected a shortfall of 250,000 to 300,000 semiconductor professionals by 2027; it is a forecast, not a count. Xpheno data cited by Communications Today showed about 3,400 active openings in early 2026, led by design, physical design and validation and verification roles. Those are the profiles we recruit for.

Frequently asked questions
How long does it take to hire a VLSI or validation engineer in India?
Expect the notice period to dominate. Indian engineers commonly serve 30 to 90 days, and senior DV, DFT and physical design engineers often sit at 60 to 90. Planning around notice, or starting an available engineer on contract-to-hire while a permanent hire serves notice, protects tape-out and silicon schedules. Share the flow, tools and seniority through request engineers.
Can you hire for a new OSAT or ATMP facility from scratch?
Yes. A new assembly and test plant needs test program developers, product and yield engineers, reliability engineers and equipment specialists, often in a set order as tester lines come up. Hiring them as a planned team under shared leadership works better than filling roles one at a time. See semiconductor engineers and GCC hiring.
What is the difference between post-silicon validation and production test?
Post-silicon validation happens on early samples, on boards in the lab, to prove the design works across interfaces, power states and PVT corners and to find bugs before production. Production test runs on ATE for every manufactured die or package, screening out defective parts in the shortest possible test time. Validation finds design problems; production test finds manufacturing defects. See post-silicon validation.
What is ATE test program development, and how is test time reduced?
An ATE test program is the code, patterns, timing and levels a tester such as the Advantest V93000 or Teradyne UltraFLEX uses to screen each device. Development covers bring-up on the tester, correlation with bench results and limit setting. Test time is reduced through multi-site testing, concurrent test of independent blocks, pattern and flow optimisation, and removing redundant tests using yield data. See ATE test engineering.
Which ATE platforms should our test engineers know?
In India, test engineering job postings most often name the Advantest V93000 and Teradyne UltraFLEX for SoC and mixed-signal devices, with the Teradyne J750 and Advantest T2000 also common. Platform experience transfers partly, but program structure, tooling and debug methods differ, so most teams hire for the platform already on their floor.
Do your engineers work in our EDA environment and lab?
Usually yes. Verification and DFT work runs on licences, compute and repositories you control, accessed on site or through secure remote connections, which keeps IP inside your infrastructure. Validation and ATE work happens in your lab or on your tester floor. Where any work runs elsewhere, the access model and data handling are agreed before design data moves.
How is design IP protected?
Engineers sign confidentiality and IP assignment terms before access, design data stays on customer-controlled systems wherever possible, and access is limited to the blocks in scope. Device policies and audit rights are written into the contract. The quality and security page describes the general approach.
Where are your engineers based?
Stalwart Innovations is headquartered in HSR Layout, Bengaluru, one of India's main chip design hubs. Engineers work from Bengaluru, at customer sites, or remotely under agreed security controls. A US entity, Stalwart Innovations LLC in Luray, Virginia, supports commercial engagement with US-based customers.
